How the sets work

Honor buys the blue set.
An epic piece is the blue piece plus the slot's Emboldened Seal; each seal needs a rank.
Rank 8 unlocks bracers and belts, Rank 9 boots, Rank 10 gloves, Rank 12 legs and shoulders, Rank 13 chest and helm, and Rank 14 the epic weapons.
Items and stats come from the beta client and may change before launch.
