Get the key to the warded sewers beneath the City of Dalaran. The Image of Archmage Modera, on the shore of Lordamere Lake, hands it over with Heart of Disruption: the Alliance is sent to her from Southshore, the Horde through a chain in Tarren Mill.
Requirements
Level 30 for An Alarming Request (Alliance) and Key to the City (Horde). The Horde chain no longer opens Dalaran's streets to the Horde; it still leads to the key.
When it applies
Wards block the sewer entrance until a party member with the Dalaran Sewer Key opens them for the group. Forever is still in beta, so this can change before launch.

1. Answer the alarm
Take An Alarming Request from Emissary Jacques in Southshore and report to the Image of Archmage Modera on the southern shore of Lordamere Lake.

2. Take Heart of Disruption
Modera gives you the Dalaran Sewer Key with Heart of Disruption, which sends you into the dungeon for an Arcane Mote.

3. Open the sewers
Go to the sewer grate on Dalaran's western wall, next to Modera's image. With the key holder present, the wards let the group through.
