World-buff storage and beneficial-buff priorities.

- The Chronoboon Displacer restores stored world buffs with their remaining duration; new world buffs cannot be gained until stored ones are restored. Eye of the Dead spends one charge for Chain Heal/Prayer of Healing and now spends charges on HoTs.
General
- Buff prioritization reduces the risk of minor effects removing important buffs at the buff cap.
- Spell batching drops from 400 ms to 10 ms; Paladin seals briefly persist after replacement to retain seal twisting. Priority buffs prevent small effects pushing off important world buffs, and Dawn/Champion trinket auras stop consuming buff slots.
Dungeons & Raids
- Heigan’s platform no longer offers a safe spot from Mana Burn while he is on it; overlapping Plague Waves no longer cause double damage.
